Residency vs Citizenship by Investment: The Decision Most People Get Wrong

Treating 'golden visa' and 'second passport' as interchangeable is the costliest mistake in this space. They're different products solving different problems.

Two different products

The terms 'golden visa', 'residency by investment' and 'citizenship by investment' are used interchangeably in popular coverage and by many agents who benefit from the confusion. They are not the same. Choosing the wrong one wastes years and six figures.

Which do you actually need?

Mobility optionality

You want visa-free access to more countries and an escape option. Answer: CBI. A Caribbean passport (St Kitts, Dominica, Grenada, Antigua, St Lucia) gives 140–160 visa-free destinations and can be obtained in 3–6 months for $130K–$200K.

A genuine new home

You want to live somewhere else and potentially become a citizen over time. Answer: RBI. Portugal, Greece or Panama gives you residency to live in and a path to citizenship through genuine integration (5–10 years).

EU access

You want the right to live and work anywhere in the EU. Answer: RBI in an EU member state (Portugal, Greece, Malta) → eventually citizenship, which confers EU citizenship. True EU citizenship by investment without residency effectively doesn't exist.

RBI programs

Residency by investment: the leading options

Portugal — D7 / Golden Visa

Portugal's Golden Visa program has been reshaped — direct property investment in coastal/urban areas is no longer eligible. Current qualifying routes include: investment in qualifying funds ($590K+), capital transfer ($1.6M+), or job creation. The D7 passive income visa remains the most accessible option ($840/month income). EU citizenship eligible after 5 years of residency, with minimum physical presence requirements (14 days/year for Golden Visa holders).

Greece — Golden Visa

EU residency through real estate investment. Investment thresholds as of 2026: $440,000 in Athens, Thessaloniki, Mykonos, Santorini; $275,000 in other areas. No minimum stay requirement. Path to citizenship: 7 years of residency + integration requirements. Spousal and dependent children included.

UAE — Investor Visa

The UAE does not offer naturalisation for most nationalities — this is a residency play, not a passport play. The UAE investor visa (property or business investment) provides renewable residency with no path to citizenship for most applicants.

CBI programs

Citizenship by investment: the leading options

Caribbean programs

Five Caribbean nations offer citizenship by investment: St Kitts & Nevis, Dominica, Grenada, Antigua & Barbuda, St Lucia. All require an investment in a government fund ($130K–$200K for a single applicant) or approved real estate ($200K–$400K). Processing time: 3–6 months. Visa-free access: 140–160+ countries including EU Schengen and UK. No physical presence required after obtaining citizenship. Dominica and Grenada are widely considered the strongest in terms of due diligence and passport reputation.

Malta — MEIN (high-value EU citizenship)

Malta's citizenship by naturalisation program requires: 12 months of legal residency, a €600,000 ($660,000) contribution to the National Development Fund, €700,000 ($770,000) property purchase or €16,000 ($18,000)/year lease for 5 years, and a €10,000 ($11,000) charitable donation. Full EU citizenship. Total all-in cost: $900,000–$1.1M+. Timeline: 14–36 months. The most valuable program by rights conferred.

Questions to ask any agent

  • Are you authorised by the government of the issuing country, and can you show that authorisation?
  • What is the all-in cost — government fees, due diligence fees, agent fees, legal fees, and any investment? Get this in writing.
  • What are the due diligence requirements, and what would cause an application to be rejected?
  • What is your actual success rate, and can you provide references from past clients?
  • How is my investment protected if the program changes or closes during my application?
