The Cyprus CBI programme — which offered EU citizenship for a minimum EUR 2.5M investment — was suspended in November 2020 following a major investigation that implicated senior officials in approving citizenship applications for individuals who should have been ineligible. The programme was shut down permanently and Cyprus citizenship is no longer available through direct investment. What remains is the Permanent Residence by Investment programme (EUR 300K+ in qualifying new property), which provides permanent residency — not citizenship. Does the EUR 300K Permanent Residency give me the right to live and work anywhere in the EU?

The Cyprus Permanent Residence permit gives you the right to live in Cyprus indefinitely and to travel within the Schengen Area visa-free. It does not automatically give you the right to work or reside permanently in other EU member states — that right attaches to EU citizenship, not permanent residency in one member state.
