01Visas, residency & citizenship12
Visa types available (retirement / passive income, digital nomad, work, highly-skilled / EU Blue Card, student, family / spouse, investment / golden visa)
Routes: a visitor's permit on arrival (up to 6 months by law; the UK cites 6 weeks), extendable to 1 year; longer stays or permanent residence by Cabinet decision; a work permit for any job; an alien investor entrance permit tied to a land licence; CSME rights of establishment for CARICOM nationals; and citizenship by investment. No retirement or digital-nomad visa exists in law.
Income / savings thresholds per visa
No income or savings threshold is set for residence permits; the law only bars people without visible means of support. Citizenship-by-investment applicants must swear an affidavit declaring financial resources of at least US$350,000 (SI 57 of 2026). Permit fees: temporary residence $1,000, permanent residence $2,500.
Health-insurance requirement for the visa
No visa or permit rule requiring health insurance was found. Citizenship-by-investment applications need a medical health certificate for each applicant and dependant (Act 22 of 2025). Canada advises insurance that covers evacuation and the UK warns serious cases may need it; the US says medical payment is expected up front.
Investment thresholds (residency and citizenship by investment)
Citizenship by investment: National Economic Fund US$240,000 (applicant plus up to 3 dependants); enterprise project option 3 US$250,000; government bond US$300,000 + US$50,000 fee (CIU page); approved real estate US$300,000 (no new projects after 1 Dec 2025); built real estate US$500,000 (SI 57 of 2026). Due diligence US$8,000 main applicant.
Processing time and validity
Citizenship by investment: about 90 days to the grant of citizenship once the application is accepted for processing (CIU). Visitor permits run up to 6 months and can be extended to 1 year; the government's page gives XCD$200 per 30 days (the Revised Laws fee schedule still shows $100 per 21 days), 5 working days, free for the foreign wife (not husband) of a Saint Lucian.
Path to permanent residence (years)
No minimum stay for permanent residence is set: Cabinet may grant leave to remain beyond 1 year, or permanent residence, case by case (Immigration Act s.12(4)). The permanent-resident permit fee is $2,500 and the temporary-resident permit $1,000, plus stamp duty and a $50 application fee.
Citizenship / naturalisation timeline
Naturalisation: more than 12 months' residence just before applying plus 7 years' residence in the 7 years before that (about 8 years), good character, adequate English and intent to stay; the Minister may shorten the period for special reasons. Commonwealth citizens can register after 7 years' ordinary residence.
Dual citizenship allowed
Not for ordinary naturalisation: an alien must first renounce any other citizenship (Citizenship Act s.8(3)). Citizens by birth or descent lose citizenship only by a voluntary declaration (s.10), and the citizenship-by-investment law has no renunciation rule; the UK's guide says Saint Lucia recognises dual citizenship.
Citizenship by descent / marriage
Descent: a child born abroad is a citizen if a parent is a citizen other than by descent (one generation). Marriage: a foreign wife of a citizen is entitled to register; a foreign husband may register but can be refused (character, English, residence, criminal record) — the US notes this unequal treatment.
Short-stay rules (e.g. Schengen 90/180)
US, UK and Canadian visitors need no visa; the UK says entry is for up to 6 weeks, and an online immigration form is filed before arrival (US: an eTA or e-border form). Officers may grant up to 6 months by law and extend to 1 year. Nationals of some countries need a visa: EC$125 single entry, EC$190 multiple entry.
First registrations (tax number, residence registration)
Tax: a Tax Account Number (TAN) from the Inland Revenue Department, issued the same day, free, on a passport, driver's licence, national ID or NIC card. Workers also register with the National Insurance Corporation. No residence-registration duty for foreigners was found.
Entry restrictions (e.g. HIV restrictions)
No HIV entry restrictions are known (US). The Immigration Act still lists people with a communicable disease dangerous to the community, or without means of support, as prohibited immigrants. Yellow-fever proof is needed only from risk countries; camouflage clothing and CBD products are banned.

Non-nationals outside CARICOM pay higher rates for wards and some services (e.g. dialysis $1,000 vs $150). Insured patients pay 25% on discharge.
Domestic help (hourly cleaner)
No survey of cleaners' rates was found. The national minimum wage is EC$6.52 an hour (EC$1,131 a month) from 1 Oct 2024, excluding overtime, service charge and bonuses; it applies to all categories of workers.
Average net salary; purchasing power
Employees earned EC$2,121 a month on average (gross, 2016, ILO; latest figure). Gross national income per person was US$13,410 in 2025 (World Bank). The minimum wage is EC$1,131 a month (Oct 2024).

Rent — 1-bed and 3-bed, centre and outside
No official rent survey exists. Agency listings (Terra Caribbean, Oct 2026, all in the north): furnished 2-bed condos in Gros Islet and Rodney Bay US$1,472–2,024 a month; 3-bed villas US$1,656–4,200; a 4-bed townhouse at Cap Estate US$2,945. No 1-bed or Castries listing was offered.
Furnished rent, studio vs. 85 m²
Furnished, about 84 m²: a 2-bed apartment at Cap Cove, Gros Islet (900 sq ft) is US$2,024 a month. No studio or 1-bed was listed; the smallest unit, a new 2-bed in Monchy (850 sq ft, 79 m²), is price on request (Terra Caribbean, Oct 2026).
Purchase price per m², centre and outside; median home price
No price index or median home price is published. The citizenship-by-investment rules set minimums of US$300,000 for an approved real-estate project and US$500,000 for a built apartment or villa (SI 57 of 2026), a floor for the investor market only. 69% of households own their home outright (2022 census).
Foreign ownership allowed / restrictions
Foreigners may buy, but only with an Alien Landholding Licence; land held without one can be forfeited. First a Certificate of Eligibility (US$3,000 for 1 year or US$10,000 for 10), then the licence: US$2,500 for up to 1 acre, US$100 for a subdivided lot, US$5,000 for 1–5 acres.
Buying process for foreigners
Steps: apply to the Board (the land unit sits in the Citizenship by Investment Unit) for a Certificate of Eligibility, then for an Alien Landholding Licence with the title, survey plan and a statutory declaration, then complete the purchase. Registering a property took 9 procedures and 17 days in the World Bank's 2020 survey.
Property purchase taxes and annual property tax
Stamp duty on a sale: buyer 2%; seller 10% if not a citizen, or 2.5–5% for citizens and local companies. Residential property tax is 0.25% of open-market value a year (PwC). Foreign buyers also pay the alien licence fees (US$100 for a subdivided lot, US$2,500 up to 1 acre).
Buy-to-let rules; short-term rental licensing
Holiday-let hosts can register with the Tourism Authority as a 'tourism accommodation service provider' (proof of VAT registration if applicable); a property with 5 or more bedrooms counts as a hotel for VAT, which charges 10% on hotel stays. No separate buy-to-let rule was found.
Tenant rights
Tenant protection is thin: the Rent Restriction Act only covers homes renting for up to $2,400 a year and excludes furnished lets, so most expat leases rest on the contract and the Civil Code. No modern landlord-and-tenant law was found; take legal advice before signing.
Mortgage availability to non-residents; rates
Residential mortgage rates in Saint Lucia ranged from 4% to 14% (ECCB, June 2026); prime loan rates 9–15%. No published rule on lending to non-residents was found; the Bank of Saint Lucia opens a chequing account only after 6 months with a savings account there and a credit assessment.
Home insurance
The market is under strain: about 80% of homes have no property insurance (industry estimate, Feb 2026). Premiums are rising as reinsurers reprice hurricane risk by 15–30%, and a 5% premium tax applies. Owner-occupiers can deduct home-insurance premiums from income tax (within an EC$10,000 cap).

Inheritance / estate tax; wills and estate planning
No inheritance, estate or gift tax. A foreigner who inherits land must first get a certificate of eligibility (US$3,000 for 1 year or US$10,000 for 10 years) and then have the alien landholding licence amended to their name (US$100). Seek local legal advice on wills.

Duty-free import of household effects is a returning-nationals concession; none was found for other newcomers.

How the health system works; access for residents
Public care runs through two statutory hospitals — Owen King EU Hospital (Millennium Heights, Castries) and St Jude (Vieux Fort) — plus district hospitals, polyclinics and community wellness centres; Tapion in Castries is private. Care is not free: A&E charges $20 at triage and hospitals expect payment, while NIC contributors' admissions are billed to the NIC.
Health insurance — private / international plans and cost
No reciprocal agreement with the UK; care 'can be very expensive', so take health insurance from a Saint Lucian or international insurer (UK). In the 2022 census 6.4% had group and 5.8% individual health insurance, and 42.5% had no insurance cover of any kind; Tapion Hospital does not accept travel or foreign insurance (UK).
Hospital quality; best hospitals
Main hospitals (UK list, Sep 2026): Owen King EU Hospital, Castries (public; A&E, ICU, dialysis, surgery, obstetrics, neurology); St Jude, Vieux Fort (public); Tapion, Castries (private, accredited by the Medical and Dental Association). Serious cases may need evacuation to Miami or Martinique (Canada).
Doctors and GPs; dental; mental health
Tapion (private) offers GP, mental-health and psychiatry services; St Jude has psychiatry; OKEU has dental surgery. Primary care is through community wellness centres and polyclinics. Public fees: specialist outpatient first visit $50, dental consultation $20; the schedule charges non-CARICOM nationals 250% of consultant fees. There were 4.2 doctors per 1,000 people in 2020 (World Bank).
Children's healthcare; pregnancy and birth; women's health
Maternity: NIC pays 65% of average earnings for up to 3 months plus a EC$600 grant; employers must give at least 13 weeks' leave. Public-hospital fees: delivery for booked cases $500, Caesarean $1,000 (non-CARICOM nationals pay 250% of consultant fees); emergency C-sections are done first and billed on discharge. Babies born in hospital stay free.
Senior and elderly care
The Ministry of Health runs a Senior Citizens Home at Black Bay, Vieux Fort. Pensioners, and people earning under $500 a month, are exempt from public-hospital charges (2020 policy). Budget 2026/27 paid pensioners a one-off $700. 10% of people are 65 or older (World Bank, 2025).
Vaccinations
Canada advises routine vaccines plus hepatitis A and B, influenza, COVID-19 and measles, and rabies for some travellers; yellow fever only as an entry rule if arriving from a risk country. Dengue, chikungunya and Zika are present — use insect repellent.
